“LET THEM WORK” – Advocacy Letter Regarding Delays in Work Authorization for Ukrainian Humanitarian Parolees and TPS Holders
This petition was created by Heartbeat with AP, in collaboration with churches, nonprofit organizations, and immigrant advocacy groups across the United States. It addresses a growing crisis affecting thousands of Ukrainians legally residing in the U.S. under Uniting for Ukraine (U4U), Humanitarian Parole, or Temporary Protected Status (TPS).
What is this document?
It is a formal petition and advocacy letter that calls on state and local leaders to take action—within their authority and in coordination with federal agencies—to help resolve long delays in Employment Authorization Document (EAD) renewals for Ukrainians who are lawfully present in the U.S.
What is the problem?
Despite having legal permission to stay in the U.S., many Ukrainians are losing their right to work due to processing delays by USCIS, often lasting 5–7 months or more.
As a result, people are:
- Losing jobs and job offers- Facing eviction, food insecurity, and lack of access to medical care- Experiencing family separation (especially in cases where family members are not Ukrainian nationals and can't qualify for TPS)- Struggling with mental health and trauma due to prolonged uncertainty
This is especially devastating for:- Families with children- Single mothers- People caring for elderly or disabled relatives
What does the petition request?
The document urges state officials and local leaders to:
- Advocate for the expedited processing of TPS and Re-Parole applications- Extend the TPS eligibility cutoff date beyond August 16, 2023, so more Ukrainians can apply- Protect mixed-nationality families who entered the U.S. together but now risk being separated due to limitations in TPS eligibility
The petition includes real testimonies from affected individuals, including a mother of nine whose entire family lost the ability to work due to expired EADs, despite timely applications.
